The government went through Deptan only tried to push the production to the limit with technical solutions as importing the seed and the intensification of agriculture of the import hybrid.

In fact the actual problem was our farmer did not get the incentive that was appropriate to plant. Moreover more than half of our farmer was the dim farmer and the farmer who did not have the land. Therefore, the program of agriculture reform must be immediately carried out.

In the same opportunity, Dwi Andreas Santoso, the lecturer and the researcher IPB to say about the importance of the seed command by the farmer. According to him the seed berkontribusi very big in the process of the production of agriculture. If the farmer did not control the seed will be difficult to uphold the sovereignty of the farmer.
